This volume of Fourth International, the former quarterly theoretical journal of the ICFI, contains the documents from the Second Plenum of the ICFI, which was held from September 29-October 12, 1986.
The Second Plenum examined the impact of the WRP’s opportunism throughout the International Committee. It developed a critique of the “tactical opportunism” which distorted the development of perspectives in different sections of the IC.
